It is a definitely disaster in Africa nowadays. Over 2000 million people were killed by HIV/AIDS in Western area. About 2800 million in 4000 million people, have HIV, are living in Africa. HIV/AIDS is expanding rapidly in India, China, and Russia. But it seems like that governments of these three countries do not have countermeasures for HIV/AIDS. Chinese government does not take precautions against HIV/AIDS. They are saying that people who are HIV positive are about 100 millions, and UN thinks that itЎЇs 150 millions, and other HIV experts think that itЎЇs 200 millions. But they have a same opinion that itЎЇs going to be over 1500 millions in 2010 if HIV positive people rate increases 20-30 percent per year. UN announced that expenses for prevention and treatment of HIV/AIDS are going to be 105 billion dollars after 3 years and itЎЇs going to keep increasing yearly in the entire world. Global Fund on AIDS, Malaria and TB said that it costs over 30 billion dollars for AIDS prevention program, and call upon each country has to pay twice than how much theyЎЇre paying now. According to them, care facilities and conditions are getting better in developed countries as time goes by, but lots of human beings are killed by HIV/AIDS in the third world country such as Africa, and some other countries in Asia; therefore, other developed countries have to pay for them at least 100 billion dollars per year. According to USAID, 90% of HIV/AIDS positive people live in the developing country and 70% of people are in south of Sahara, Africa.
In Brazil, there is a training camp program for a long time (6 months to 2 years) for some teenagers, who are exposed to HIV/AIDS. Moreover, in Columbia, it is a mandatory program that makes 2000 class leaders participate in AIDS prevention program of 451 high schools in 10 areas. In Tamilnadu, amount of the HIV positive is the highest in India. Yet, there were lots of prevention campaigns in Tamilnadu for truck drivers and abandoned women and they got successful result for it. So, rate of the newly infected fetus doesnЎЇt go higher and somewhat is reducing. Tamilnadu is getting support from AIDS Control Society and AIDS Prevention and Control Project (APAC) and focused on population class whose rate of infection is really higher than others. Tamilnadu is spending 600 million dollars for prevention, education, campaign, and advertisement of AIDS. According to APAC, hookersЎЇ percentage of using condoms rates up to 88% in 2001 from 56% in 1996 and that of truck driversЎЇ rates up to 78% from 44%. Letting HIV/AIDS positive male using condoms is another problem.
