Goals and Why?: 1) He had no precise plan for unifying Italy

2) Aim to increase the territory of Piedmont by driving the Austrians from northern Italy and incorporating Lombardy and Venetia into Piedmont-Sardinia.

3) Launched a reform program to strengthen the economy

4) In order to expand Piedmont he had to make an agreement with Napoleon III to protect Piedmont

Ideology: Nationalism and Liberalism

Allies: France and Britain

Action Steps: 1) Strengthened Piedmont's economy (reorganizing currency, taxes, and national debt; improved agricultural methods, and encouraged new businesses.)

2) Strengthened Piedmont's army and urged Austrian-controlled Lombardy to join it (sneaky way of convincing Austria to declare war)

Anti-Unification

Goals and Why?: 1) Napoleon III feared going to war and helping out Piedmont because he was scared that the French would blame him for taking away the Pope's territory

2) Napoleon III scared that Prussia would aid Austria

Ideology: Conservatism

Allies: Austria and Prussia

Action Steps: 1) Napoleon III signed an armistice with Austria so that Piedmont could only get Lombardy but no more.

2) King Victor Emmanuel of Piedmont accepted the peace terms from Napoleon III before Cavour could demand his state would continue war.
