Listed below is summary of my skills: In my former position as an Industry Analyst in the Common Carrier Bureau, Policy and Program Planning Division, of the Federal Communications Commission I acquired substantive knowledge of telecommunications merger related activities. This knowledge was obtained by attending weekly merger team staff meetings and taking detailed notes to keep abreast of the frequently changing rules and regulations related to current and forthcoming mergers and other telecommunications activities. Furthermore, I read the "Communications Daily" and Congressional correspondence that addressed a wide range of subjects related to mergers such as the impact on telephone rates, availability and quality of services, and on the viability of the industry. In addition, I conducted extensive research on mergers and other telecommunications activities by utilizing the Internet and Westlaw.
I applied my knowledge as a member of the Bureau's merger teams, including the SBC/Ameritech and Bell Atlantic/GTE Corporations. The purposes of the merger teams, headed by Assistant Chief, William Dever are to: (1) coordinate every facet of the merger among CCB staff to ensure that it is completed in an accurate and timely manner; (2) communicate with other CCB staff to keep abreast of current developments related to the merger; and (3) meet with industry executives involved the merger to exchange information related to the merger. The team included attorneys, engineers, economists, industry analysts, and paralegals throughout the Bureau who were responsible for handling specific aspects of the mergers. My role as a team member was to keep abreast of the status of all transfer and assignment of control applications related to the merger. I was also responsible for ensuring that the applications were filed with the Office of the Secretary in a timely manner. I met with my team members on a weekly basis and acquired extensive knowledge of the Commission's process of reviewing and approving mergers and the impact of such mergers on the telecommunications industry. My experience as a team member proved to be invaluable in gaining knowledge of telecommunications merger related activities.
