Both groups must feel their desires have been accommadated. Hence, state parks, state recreational land, and wildlife refuges are established. Both groups have what they value, the naturalists have the wildlife refuges that are untouched, as close as possible to earth in the beginning of time., and some state parks and recreational areas have regulated statutes that permit hunting and / or fishing.
