1. Should Stan stop having the meetings?

I believe Stan should stop and minimize the meetings.At least stop once a week and meet with the groups individually. Talking directly to the individual departments, he could hold 1 or 2 meetings a month and everyone should be able to be connect for one or two meetings.

2. Should Stan be much more directive by asking for participation by specific people when he thinks it is needed on a particular agenda item?

I feel he needs to break up the meetings to let everyone have an opportunity. Those that weren't participating in the meetings dominated by another department, may have a lot of ideas given the opportunity.

3. Should he devote a meeting to describing what he wants of the team and what he sees happening, inviting everyone to talk about his or her reaction to the meetings and discussing ways to try to become a team?

Yes, I believe Stan should devote to this kind of meeting.

4. Should he seek out a consultant to help with the problem ?

I don’t believe he should. Instead Stan should try to grow the confidence of the individual departments.If Stan tried all he can try then he may want to bring in an expert.
