Project Background

Chinh Tran founded the TRAN Corporation in 1984. The main products of the firm were small- to medium-sized plastic bottles and containers, used mainly in the food and dairy industries

In November 2012, the board of directors of TRAN Corporation decided to select an investment project that would best achieve the strategic goals in the next fiscal year. The project that was selected is the construction of a new plant in Hue. Bao Tran is the Project Sponsor. 5,700,000,000 VND has been budgeted for the effort, and it should begin by February 22, 2014 and should be fully operating by May 3, 2015.

For this project to be successful, the board expects the following deliverables to be in place:

  • Select resources such as: Factory Designer and General Contractor
  • Recruit and Train Managers for Hue Plant
  • Create a Pre-Production and Production Plan
  • Create a Building Concept and Design
  • Procure Building Site, Permits, and Appropriate Approvals
  • Construct the Hue Plant Building
  • Landscaping on Site
  • Personnel Recruiting for Plant Operations
  • Procure Equipment, Raw Material and Truck Fleet
  • Install Equipment
  • Create Product Distribution Plan and Pre-Production Plan
  • Start Up Production and Distribution

This board does not expect the following items to be a part of this project:

  • Geothermal Heating
  • Solar Powered Electric Feed
  • Multi-Level Parking Garage
  • In-House Food Court
  • Construction of Separate Distribution Facility

To help launch this project, the preliminary project team consists of strong functional leaders. Anh Dung Hyunh is the Vice President of Operations, and Tuan An, is the Director of Plant Engineering. Phuong Phan, the regional sales manager and her marketing director, Binh Le, have also been aligned to initiate this project.

Section One:


You are to assume that it is February 4, 2014, and you have been selected to be the project manager of the project. You have just received a memo providing authorization to begin this project. The first thing you noticed was that the project charter has not been completed, so you utilized the information that you know through the project background, and then you scheduled a meeting with Minh Truong, your project sponsor to obtain additional project details.
 

1. Project Charter

Using the Project Background information and the theoretical information you learned from your discussion with Bao Tran, create a Project Charter following the Professor’s instructions.

2. Project Scope Statement

Using the information established in the Project Charter, create the Project Scope Statement following the Professor’s instructions.

3. Two-Level Work Breakdown Structure

After you have created the project charter, you must now take the project scope statement and use that you determine what work will be necessary to be done to accomplish the project.  In this phase, which we call the Planning Phase, you and your team have identified the following activities that need to be done: Select the factory Designer, Acquire Managers & Train Managers, Create the Pre-Production Plan, Create the Production Plan, Establish the Factory Concept, Create Building Design, Procure the location on which to build, Determine who will build the factory, and Obtain Approvals.

After the Planning Phase will be the Preparation Phase. During this phase, the following activities will need to be performed: Prepare the location (think about what needs to be done to make sure that the land is ready to be built on), Construct the factory building.

The third phase will be the Factory Readiness Phase. During this phase, the following activities will need to be performed: Recruit factory workers, Order the Equipment, Order the materials with which to make the products, Install the Equipment, Create and Implement the Product Distribution Plan, Procure Trucks to distribute the products, and Test the Factory to ensure the products are produced in good quality.

The final phase is the Production Phase. During this phase, the following activities will be done: Operate the factory and make the products and Distribution the products.

This information is the beginning of what you will need.  For each phase I have given you the First Level of the work that must be done.  It is your job to think about what steps must be done to perform each First Level task to completion.  Use the proper numbering system and create your Work Breakdown Structure.

Section Two

Once you have created the Work Breakdown Structure, it is necessary to create the project schedule for all to follow and for you to manage
