What is Population White Paper?
Population White Paper is released by National Population and Talent Division (NPTD) on january 2013
and it help to sets out the key considerations and roadmap for Singapore’s population policies. It outlines
the Government’s policies to:
- maintain a strong Singaporean core in the population
- regulate how many new Singapore citizens (SCs) and permanent residents (PRs) the government take
in
- create jobs and opportunities for Singaporeans
- build a high quality living environment
- Strengthen our identity and society
Why do the government introduced the White Paper?
According to the government, Singapore’s past population and workforce over the past three decades,
had been growing at an average of 2.5% per year, and our workforce at
3.3% per year. The government felt that these growth rates were simply not sustainable for the coming
years, because our foreign workforce and population would increase beyond constraints.
Therefore the government introduced the White paper to take a re-look at all these issues and chart a
roadmap to guide future policy.
The Population White Paper also propose
- a 6.9m population by 2030 – 50% of which would be foreign, due largely to the falling birth rate
- TO SLOW DOWN THE VOLUME OF FOREIGN MIGRANTS TO THE LOWEST EVER IN THE HISTORY OF
SINGAPORE,
